Subject: Annual one-off funding for the 'Drosia' Community to cover
emergencies and damages from adverse weather events etc.
Mr. President, Mr. Mayor, & Mr. Party Representatives, After the unification of the former Communities into a single Municipality, each community – settlement was deprived of those immediately available amounts of money to cover any problems that occur in it, such as the repair of any possible damage that occurs after severe weather events that often prevail during winter.
We experienced the above event after our visit to our historic village "Drosia", on Christmas Day 2017.
Especially many waters had flooded the road leading to the church, due to the fact that the irrigation ditches that hold the waters were blocked by branches, leaves with the natural consequence of flooding the entire roadway. In case there would be a very low temperature the previous night, we would have ice along the entire length and width of the road, resulting in the non-access of the parishioners to the church, a fact that we often experienced many years ago in our village, due to the fact that at that time the water was too many.
The incident we described to you is one of the problems that the Community faces during the year, taking into account that we often have a leaking water pipe in winter, many branches flood all the roads and paths of the village in spring, making it very difficult to cross and many other emergencies, events that can only be solved with a fixed amount of money that the president of the Community will have.
We note that the above fixed amount of money, provided by the relevant Legislation of the Ministry of Interior Department of Economic Directorate of Local Authorities No. prot.74449/29-12-2010 is already submitted to their communities by the neighboring Municipalities, as they told us, after communicating with them. During our presence at the last Municipal Council of 2017, where the 2017 Report and the Municipality's Budget for the year 2018 were discussed, we submitted the above issue orally and we await your actions.
Taking into account the fact that in the proposal made by the Mayor regarding the Municipality's Budget for the New Year, he mentioned that a revision of some financial data (of the new Budget) will take place towards February,
We request that during this review, the payment of the fixed annual advance of our community with the Amount of Money provided by the relevant Legislation be included.

THE MINISTER
INTERIOR, DECENTRALIZATION & E-GOVERNMENT
Considering:
1.- The provisions of para. 8 of article 266 of Law 3852/2010 "News
Architecture of Local Government and Decentralized Administration −
Kallikratis Programme" (87 A').
2.- No. 160/3988/17.12.2010 decision of the Board of Directors
of the Central Union of Municipalities and Communities of Greece.
3.- The provisions of Article 90 of the Code of Legislation on Government and
Government bodies, ratified by article one of Presidential Decree 63/2005
(Government Gazette 98 A').
4.- Decision No. 383/18-1-2010 (29 B) of the Prime Minister and the
Minister of the Interior, Decentralization and e-Government

5.- The fact that, from the application of the provisions hereof,
expenditure is incurred at the expense of the State Budget.
WE DECIDE
1. Local and municipal communities shall be established by decision of the
Financial Committee Imprest account against the relevant code
number (KA 8521) of the municipality's expenditure budget.
2. The amount of the fixed deposit for each municipal or local

a) One thousand (1,000) euros for local communities regardless of
population.
b) Two thousand (2,000) euros for municipal communities with a population
up to ten thousand (10,000) inhabitants.
c) Three thousand (3,000) euros for municipal communities with a population
from 10,001 and more inhabitants.

5. For the rest, for the purposes of administering the imprest account, the
procedure for restitution and reimbursement of the amount,
obligations and responsibilities of accounting officers, the provisions of the
articles 173 of Law 3463/2006 and 35 of the Royal Decree 17/5-15/06/1959 as well as the
provisions of articles 56 of Law 2362/95 and 22-32 of Presidential Decree 774/1980.
6. This Decision shall apply from 1
January 2011.
